CHIEF EXECUTIVE OFFICER AND CHIEF OPERATIONS OFFICER FOR THE NATIONAL CENTER FOR CLINICAL RESEARCH IN RWANDA. (NCCR)
The Rwanda Ministry of Health wishes to recruit a Chief Executive Officer (CEO) and Chief Operations Officer (COO) for the National Center for Clinical Research in Rwanda (NCCR). Clinical research is now recognized as a field where countries and relevant institutions involved in health can attain means, both financial and scientific, to scale up their clinical capacities allowing them to deal with health problems affecting the population.
1. CEO
Job Purpose:
The CEO position is to serve as the most senior leadership position and responsible party of the NCCR. The incumbent will insure that the NCCR delivers high quality- cost effective clinical research services through appropriate management, medical, financial and operations performance. Additionally, he/she will be responsible for data and information collection and protection system management, analysis, regulatory compliance, internal controls necessary for the mission success of the clinical research in Rwanda.
Profile:
Minimum Qualifications/Experience
- Should be holding at least degree of PHD level but an MBA, MPH, Mmed with relevant experience of management would be considered.
- Experience in clinical research or similar health institutions would be a decisive advantage.
- Previous exposure and familiar with being a clinical research advisor
- Basic computing skills are required
Capabilities
• Excellent analytical, interpersonal, communication and organizational skills.
• High capabilities of negotiations
• Must be able to write and speak fluently, concisely, and persuasively
• Fluency in English and French is strongly preferred. Specifically, the ability to speak fluently in one of the two languages and to read and write fluently in the other
• Must be able to work in a multicultural environment while under pressure of operating an active, growing research center
• Previous clinical research experience with emphasis on policies, strategies and procedures development is an added advantage
• Capacities for quick adaptation and quick learning as to capture local realities, understand national policies and strategies including being able to capitalize on strengths while dealing with weaknesses.
Job Description, Duties and Results
He is the vision carrier for the organisation and hence responsible for the design, implementation and execution of the organisational corporate identity and the strategies thereof. He is the overall accounting officer for the research center. His key roles include:
• Set up the institution by putting in place a comprehensive framework with an autonomous public institution
• Set up a sound strategic plan well timed and eventually coasted, capitalizing on ongoing researches, in collaboration with all partners maintaining the links with all stakeholders
• Asses the relevant institutions for the ultimate selection of those that will serve as clinical research fields
• Identify hospitals to form a consortium of the national, regional centre of clinical research and issue a sound roadmap guiding further steps toward research integration in those institutions as a culture of all units and department leaders.
• Put in place all the legal infrastructure that is required for such an institution to be operational
• Responsible for making the NCCR one of the preferred regional clinical research Center in Africa with partners including among others pharmaceutical companies, government agencies and private foundations with interest in health issues in general and in Africa particularly
• Set up strong and reliable networks with International Universities and research to make advanced research in order to take advantage of technical facilities and research journal access
• In charge of building and equipping a National Center for Clinical Research
• Responsible for drawing the strategic framework; able to mobilize international firms to conduct clinical research
• Participate in open sourcing for profitable research programs
• Serves to integrate the research centre with the national health policy and systems
• Performs all other relevant duties as assigned by the BOD.
Reporting
The CEO will report to the Board of Directors of which she/he is a non-voting member and meeting reporter. The CEO assisted by other directors recruited and selected by and reporting to the CEO. The directors’ appointments will be confirmed by the BOD.
2. CHIEF OPERATIONS OFFICER (C00)
Job Purpose:
The COO position is to serve as the head of operations ensuring proper operational systems necessary for delivery of high quality standards in the health research are put in place. He will be responsible for the day to day operations of the research centre. The incumbent will ensure that the NCCR delivers high quality, ethical sound and cost effective clinical research services through appropriate clinical management, medical, financial and operations performance. Additionally, the incumbent will be responsible for, data and information system management, analysis, regulatory compliance, internal controls necessary for the mission success of the clinical research in Rwanda.
Specialty Summary: Plans and administers clinical research services at base level medical treatment facilities including maintenance of health standards, training, and use of personnel. The Chief Operating Officer is responsible for the performance of the institutions’ businesses, as dictated by the overall corporate strategy agreed by the Board of Directors and for maintaining an ongoing dialogue with the CEO.

Profile:
Minimum Qualification/Experience
- Should have a strong medical, clinical background holding a PHD degree or an M.med with relevant experience in clinical research
- A post graduate qualification and/or experience in Principal Clinical Investigator should be an added advantage
- Work requires a strong experience in a responsible clinical research operations at the leadership level.

Job Description, Duties and Results
• Administers medical research policies. Provides guidance for implementing comprehensive programs to continuously improve prevention and treatment of medical disease
• Determines personnel, materiel, and facility requirements. Administers operational policies for clinical research programs
• Coordinates monitors and directs clinical research programs
• To build and lead an effective and cohesive management team with effective succession planning
• To evaluate the clinicians’ team
• To represent the research center to the City, Government, Regulatory authorities, the media, shareholders and the general public
• To manage the creation of an appropriate vision and long-term strategy for the research center to be agreed by the Board
• To successfully communicate and implement the strategy as agreed by the board
• To develop and put in place strategic operating plans that reflect the short term and long-term objectives and priorities of the Board
• To take remedial action where necessary and to inform the CEO of any significant changes
• To establish an appropriate structure for the group and its management
• To ensure appropriate and satisfactory systems are in place for monitoring group performance against targets and results
• To ensure that operating objectives and standards of performance are not only understood but owned by the team
• To ensure that the research center and its activities comply with all applicable legal and regulatory requirements and good clinical practices
• To ensure that appropriate standards of conduct are established and complied with
• To liaise with the CEO and keep him informed on the operational progress of the centre
• To provide an appropriate and satisfactory system for financial management reporting
• on a monthly basis
• To ensure that a system is in place for effective communication
• To appoint, build and maintain a first class effective clinical network at the national level
• To be responsible, overall, for all dealings with the clinical investigator selection and recruitments with respect to ethics and transparency
• Performs all other clinical research duties as assigned by the CEO
• Responsible for training of clinicians in research
• Responsible for sustainable IT training, telemedicine applications and enhancing data management infrastructure
• Initiate capacity building in genomic research technology Responsible for investing in local and regional medicine with the intent to discover new Pharmaceutical grade medicine.
Reporting
The COO will report to the CEO. The COO will be assisted by other directors recruited and selected by and reporting to the CEO. The COO appointments will be confirmed by the BOD.
